“USE IT OR LOSE IT”
March 31, 2010 is the deadline to register fleet information with the Air Resources Board in order to obtain certain exemptions vehicles used for “agricultural operations,” which can include trucks used for “the cutting and removal of timber and other solid wood products such as Christmas trees and biomass for commercial purposes.”
Agriculture exemptions may help you if you have what the Air Board is calling “low mileage agricultural vehicles” (operating below 10,000 miles a year) and “limited mileage agricultural vehicles” (operating less than 15,000 miles per year with 1995 and older engines; less than 20,000 miles per year with 1996-2005 engines; less than 25,000 miles per year with 2006 engines.) And there are other “breaks” under the agriculture rules for logging trucks as well.
You can register your fleets with CARB one of two ways:
1. “Hard copy paper.” Call CARB at (866) 634-3735 and ask for fleet registration materials. Fill out the forms and mail them back to CARB by certified mail.
2. “Computer upload to CARB, using Excel spreadsheet.” This is CARB’s preferred method. They have created a computerized program to provide the fleet information on line called TRUCRS(“Truck Regulation Upload and Compliance Reporting System”). Go to the TRUCRS website at http://www.arb.ca.gov/msprog/onrdiesel/reporting.htm.) Follow the prompts and fill in the forms with your truck and engine information. Request a TRUCRS password to upload the information to CARB.
